taken. i think that hain of us might agree that we want to see more people bicycle ling whether to mute commuting to work or family outings as well and i have i should mention that i have had two bicycles stolen from my garage in my building over the past couple of years and also in inner richmond as well and we want to look at city wide data on the issues and bike thefts are on the rise at about 3,000 per year in san francisco and $3 million worth of bicycles are pistollen each rather year and we might see that income as people choose bicycling as a more viable means of transportation given the oil crisis. and i also want for stronger bicycling and other mobile means of transportation, we may see that thefting become on the rise and one of the greatest -- are according to the san francisco bicycle coalition. i i wanted to whether as add that there have been some -- including san franciscotion police department apprehension of a thief that took one 14 bicycles last july and a successful sting and the bicycle coalition have held numerous workshops to educate riders on how to prevent bik

amendment, height reclassification and conditional use authorization. * >> good afternoon, president fong, members of the commission, director lam, administrator sanchez. my name is ed reiskin. i'm the director of transportation here in san francisco. i'm happy to be here and grateful for the opportunity to present on this item. for the past two months san francisco mta has been working closely with the community under the leadership of mayor lee and board president and district 3 supervisor david chiu to address some community concerns that have been raised about the central subway project as it relates to the north beach neighborhood. i want to thank the mayor and supervisor chiu for their leadership in this. the supervisor may be joining later, but i want to acknowledge justin true from his office who is here to answer any questions you might have. the item before you today, upon approval, will enable this project to move forward in a way that addresses the community concerns, but also allows the project which will serve the larger san francisco community to advance as it's currently s
. approval of the special use district violates the conformity requirement of state law. the proposal to adopt the so-called special use district, the one parcel of land is for the express purpose which is to grant the owner an exemption from numerous zoning rules is in essence a variance. as such, the city must comply with the procedures and make the substantive findings required by state and city law for approving a variance, which this proposal fails to do. the pagoda theater site is obviously much better than the columbus avenue extraction. we have worked and supported. our neighborhood merchants and neighbors not disrupting the business community for over a year or two. we also have a strong feeling that the pagoda site's $9 million expenditure to extract tbms which have salvage value at most 4.4 to $6 million is illogical. by not even extracting the machines at the pagoda, by varying the machines as has been done in new york city, in brisbane, australia, in the tunnel in the english channel, where machines are either lowered below tunnels or shifted to the side or [speaker not u

at the corner of 16th and kansas streets are the only two formula retail uses. by the whole foods located at the southwest corner of 17th and rhode island street is [speaker not understood], falls within the mur zoning district where formula retail uses are principally permitted. the sbaeerctiontionv at kansas and 16th street is the only other financial service or bank formula retail or otherwise located within this contiguous umu zoning district. and while the umu zoning district encourages wide uses, residential, retail offices and [speaker not understood], currently located within this contiguous umu district. regarding public comment, to date the department has received no public comment on this project. in order for the project to move forward, the planning commission must grant conditional use authorization to allow a new formula retail use within this umu zoning district. the department believes this is a necessary and desirable project because no overconcentration of formula retail uses exist within the contiguous umu zoning district because the contiguous umu zoning district curr

up with the idea that maybe we could simply expand the sidewalk by allowing everybody to use the sidewalk properly, but that the storefronts could have some additional space to offer their goods, when the chinese new years is happening, and when people are wanting to buy all the things that they want to do to celebrate the new year's and to come down here and be safe. so this pedestrian expansion of our sidewalks was the idea that came forward. we piloted it last year as mohammed explain and thank you to dpw's great work, the pilot was successful. it was successful all around, particularly with our small businesses, particularly with our chinatown youth center and the people who are here to protect pedestrians. all the agencies got back in a very enthusiastic way to say we can do it better this year and get everybody's involvement. so it isn't just the pressure on the police department, that says we got to be safe. it is everybody working together on the front-end to produce an experience that is positive for everyone. so i want to thank supervisor chiu. i want it it thank
a future of a north beach station. that's not what's before us. but this project allows that as a realistic possibility. and one of my oppositions or my questioning of the central subway when it first came forward was ending the subway in chinatown. i know that was what was funded and that was what was analyzed and that's what it had to be. but i was really happy to hear even in those days that the extension of the tunnel was proposed to go into north beach and that's, you know, makes a lot of sense. and i've heard that it can be done. the other issue that's been brought up is the height of the new structure which is exactly the same as the height of the existing structure. if you're happy with the height of the existing structure, then i don't really know why someone would object to the very same building at the same height and whether we have to go through the same mechanics again to approve the same thing. and that's maybe one reason why it takes so long to do anything in san francisco, because we like to do it 10 times before we approve it. but it makes sense you're building essentially

use and rezonings. that didn't prove to be economically feasible. silver leathers came before the commission. however, this is the first one by mr. campos, my client, and i was at the commission in 2009 when you approved this 6 to 1 with dozens of community members supporting it in 2009. unfortunately, as you know in that period, the econ kind of fell apart and financing and so did equity. and when you approved, it was not a good time to get financing and start construction. * economy now the aloe am -- economy has come back, lending is available. the client is ready to go forward and start with all the final permitting when the city claim to the client a few months ago and asked that his construction be delayed by reason of using the site for up to two years for removing the boring equipment. and since then my client has agreed to delay his construction. and there are some risks. however, it seems like it's what's best for the city and the neighborhood, and was willing to come back before you and is today on essentially the same project. but instead of a demolition -- excus

you for listening to all of us. i'm lori thomas, the owner at 532 columbus, which is right on the block before columbus and union. i just wanted to reiterate what i have already told a lot of folks here and director reiskin, which is this is a difficult situation and i think the pagoda palace is the best alternative, as well as i can understand to minimize the disruption in north beach. during the period full time from august to the end of, nor when we had the utility work going forward, our monday to friday lunch sales dropped 25%. i would recommend that the city and mta consider some sort of rent credit for the co-located businesses, certainly on that specific block, perhaps. because it's hard to project all of the influences that affect drops in revenue; right? so i do want to say that i appreciate all the work that everybody has done to try to come up with a solution and if we have to bring the devices up in north beach, i think the pagoda theater offers the best alternative that i am aware of right now. but i do want to speak as a business owner and recognize that i'm
. this is the framework that we have used to identify how well we're doing with respect to the goal areas of the commission. we have perform measures that we look at, change between day and 2040 and measures for each goal area. for any of these we can also look at them through an equity lens. are there particular parts of our city, particular neighborhoods, that experience some of transportation issues disproportionately. we know we want to aspire to be a transit first city but we're not there yet in the sense this is a picture of all trips that touch san francisco, to, from and within today and more than half of the trips are network today are made by car, and we don't expect that pattern to change much in the future if we don't make any additional interventions in the system, so this is projected growth in trip making between now and 2040 and we are expecting a lot of growth in all modes, but without new interventions in the system we don't expect an overall trend to change. this map shows projected growth in transit trip making between now and 2040, percent growth. cal train is e
identify today but we use the five year prioritization process to identify and traffic calming and pedestrian and safety and signs and those are all programs and finally expansion and major capital projects and transit effectiveness project and these other projects, so one -- just to get us started one way of thinking about investment scenarios. well, just take the discretionary funds that we have and if you remember back to some of the revenue discussions in the past with information items there is 3.1 billions dollars in truly discretionary funds to prioritization through the sft p and split it among the groups i think close to .6 in each category, so that's one way of doing it, or you could think about addressing sort of a similar percentage of need in each category, and so this -- what you see is an example of that. take that 3.14 billion sort of achieve a certain similar percentage of the need in that category across all categories. and there are other ways to think about the guiding framework for the investment scenario. we could focus on sogr exclusively and we will
